On 4 July 2025, the German Council for Information Infrastructures (RfII) published a new position paper entitled "Performance in Responsibility". In it, the committee calls for a common vision and reliable responsibilities for the organisation of research-enabling information infrastructures in Germany.
Key points include the sustainable organisation of funding structures, better interaction between central components such as AI, high-performance computing and research software, as well as prudent political coordination. The RfII sees a particular need for action in the commitment to the long-term operation of federated data infrastructures such as the NFDI.
In order to overcome individual project-based solutions, the RfII also proposes a staged funding procedure, whereby greater use should also be made of the constitutional scope for joint tasks of the federal and state governments in science, research and information security.
